Kevin George Miller


Kevin George Miller is a public policy and market strategist focused on accelerating clean energy, advanced transportation, and grid-edge innovation. He is the founder and principal of Bespoke Policy Solutions, where he helps public and private sector clients leverage legislative, regulatory, and procurement tools to ensure that innovative technologies and competitive markets produce cleaner air, affordable energy and transportation, and reliable infrastructure.

Kevin recently served as Senior Advisor for Policy & Strategy with the U.S. Joint Office of Energy & Transportation, where he stood up cross-agency EV initiatives, developed and fine-tuned infrastructure programs, convened high-level roundtables, and co-authored the National Zero-Emission Freight Corridor Strategy. Previously, he led multi-state and international policy and regulatory efforts from the EV charging industry and served as Acting CFO for energy and environmental agencies in the Commonwealth of Massachusetts.

His portfolio includes policy and legislative strategy; energy and transportation regulation; program design and procurement strategy; stakeholder engagement; and coalition building. Kevin has led engagements across numerous public utility commissions and worked at all levels of government to craft performance-oriented programs, new legislative paradigms, and regulatory frameworks that deliver public benefits by advancing innovation and competition.
